今天，我們收到重磅消息：意大利前經(jīng)濟(jì)發(fā)展部副部長(zhǎng)米凱萊·杰拉奇已經(jīng)回到中國(guó)，目前正在隔離。新學(xué)期他將恢復(fù)在寧波諾丁漢大學(xué)的教職，作為金融學(xué)教授講授一門新的選修課程——《中國(guó)與全球經(jīng)濟(jì)》。

杰拉奇于2012年加入寧諾，2018年曾被提名為意大利總理，后出任意大利經(jīng)濟(jì)發(fā)展部副部長(zhǎng)，負(fù)責(zé)國(guó)際貿(mào)易與投資。任職期間，他曾領(lǐng)導(dǎo)意大利經(jīng)濟(jì)發(fā)展部的“中國(guó)特別工作組”，推動(dòng)意大利加入“一帶一路”倡議，并且作為主要官員起草了“一帶一路”合作備忘錄。今年疫情暴發(fā)后，他第一時(shí)間在意大利為中國(guó)加油，倡導(dǎo)意大利學(xué)習(xí)“中國(guó)經(jīng)驗(yàn)”，助推中意攜手抗疫。

杰拉奇教授在CCTV的采訪中分享他的觀點(diǎn)：中國(guó)的經(jīng)濟(jì)結(jié)構(gòu)和體制有助于中國(guó)經(jīng)濟(jì)回暖。

將推動(dòng)暢通專家學(xué)者

建言獻(xiàn)策渠道

從巴黎飛抵上海，經(jīng)歷數(shù)小時(shí)的各項(xiàng)檢驗(yàn)檢疫抵達(dá)隔離點(diǎn)，杰拉奇的親身感受是：“中國(guó)的抗疫措施是我見(jiàn)過(guò)最嚴(yán)格的！實(shí)際上，我?guī)缀鯖](méi)有與任何人接觸，除了穿著防護(hù)服的機(jī)場(chǎng)工作人員，直達(dá)到了隔離酒店�！�

他說(shuō)，此次橫跨大洋選擇回歸，是因?yàn)樗�迫切希望推�?dòng)專家學(xué)者與政府機(jī)構(gòu)的交流，繼續(xù)深化中國(guó)-意大利-一帶一路合作�！熬拖裨谛滦凸跔畈《痉窝灼陂g我們看到的那樣，意大利醫(yī)學(xué)專家來(lái)到中國(guó)交流信息，這是非常有益的合作�！�

我在中國(guó)的十年一直致力于政策研究，我試圖為中國(guó)的政策制定者提供建議，也為意大利和西方國(guó)家的政府提供幫助，但這并不容易。當(dāng)我上任后，我成立了中國(guó)特別工作組，旨在研究中國(guó)經(jīng)濟(jì)及其挑戰(zhàn)和機(jī)遇，以便我們的意大利企業(yè)能夠更好地與中國(guó)開(kāi)展經(jīng)貿(mào)合作。我呼吁整個(gè)意大利學(xué)術(shù)界貢獻(xiàn)他們的觀點(diǎn)和分析。

按照計(jì)劃，在接下來(lái)的秋季學(xué)期，他將建立研究團(tuán)隊(duì)和專家網(wǎng)絡(luò)，并在第二學(xué)期盡他所能將他們的政策研究成果提供給決策者。

將為學(xué)生帶來(lái)獨(dú)一無(wú)二的課程

此外，杰拉奇此次重歸校園，還特別針對(duì)高年級(jí)學(xué)生開(kāi)設(shè)了選修課程——《中國(guó)與全球經(jīng)濟(jì)》。他介紹，這門課程匯集了許多要素，學(xué)生將學(xué)習(xí)宏觀經(jīng)濟(jì)，解讀經(jīng)濟(jì)政策，甚至以政策制定者的視角來(lái)模擬政策制定。

每周，我會(huì)帶領(lǐng)學(xué)生們關(guān)注世界各地影響中國(guó)和世界經(jīng)濟(jì)的新聞，例如中美貿(mào)易、貨幣政策、科技和5G，當(dāng)然還有‘一帶一路’。學(xué)生還將深入了解各國(guó)政府是如何做出經(jīng)濟(jì)決策的以及政策的局限性，包括為什么我認(rèn)為意大利應(yīng)該加入‘一帶一路’。學(xué)生將聽(tīng)到第一手的故事。

杰拉奇說(shuō)，遺憾的是，這門課只有一個(gè)學(xué)期，他覺(jué)得實(shí)在太短了。

他表示，教學(xué)一直是他的熱情所在，他希望能夠幫助學(xué)生們?cè)谥�識(shí)的海洋中找到自己的價(jià)值。杰拉奇說(shuō)，“我很榮幸也很高興能回到我工作生活了六年的寧諾上課。我期待能夠搭建起平臺(tái)，讓來(lái)自意大利、中國(guó)和世界其他地區(qū)的年輕朋友們能夠展開(kāi)真正廣泛的合作�！�

隨著形勢(shì)和政策變化，像杰拉奇一樣因疫情無(wú)法回校工作的教師預(yù)計(jì)將在接下來(lái)的一個(gè)月內(nèi)陸續(xù)到崗。早在疫情暴發(fā)之初，寧諾的許多教師就第一時(shí)間從世界各地千方百計(jì)趕回學(xué)校，三月底時(shí)就已經(jīng)有80%的學(xué)術(shù)教師到崗，為線上線下教學(xué)做好準(zhǔn)備。正是教師們的責(zé)任感和擔(dān)當(dāng)作為，使得寧諾成為疫情期間中外合作大學(xué)里唯一一所全面復(fù)學(xué)復(fù)課的大學(xué)。

Former Italian Undersecretary returns to teach at UNNC

Michele Geraci, Former Undersecretary of State at the Italian Ministry of Economic Development, has returned to China and will resume his teaching post as Professor of Practice in Economic Policy at UNNC. In the upcoming fall term, he will teach a new module named China and the Global Economy.

Michele first joined UNNC in 2012. He was appointed as Undersecretary of the Italian Ministry of Economic Development and took leave from UNNC in 2018. He was also nominated as a candidate for Prime Minister of Italy in 2018. During his tenure, Michele was one of the key officials drafting the framework of the Memorandum of Understanding and helped to push Italy to join China’s Belt and Road Initiative. Early in 2020, he urged the globe to “stand together” in the face of the pandemic and boosted international collaboration between China and Italy.

While speaking of the motivation to return to China, Michele said that in his view the government needs to be in closer contact with academic institutions to get input from their research and policy advice, and he hopes to bridge this gap and be a channel.

“I worked on practical and policy-oriented work during my ten years in China. I tried to feed not only into Chinese policymakers but also to the Italian and Western governments, but it was not easy. When I took on my role (as the Italian Under-Secretary for Economic Development), I also set up a working group aimed at studying the Chinese economy so that our Italian companies could be better placed to do business with their Chinese counterparts.

Now, starting this semester, I invite all colleagues and students who are interested in offering their contributions to Italy's development and Italy-China relations to get in touch with me as soon as possible.”

In addition to this, Michele decided to return to campus because teaching has always been one of his passions. He hopes that the new module China and the Global Economy will unite many diverse elements.

“Every week we will look at news that impacts China and the world economy, for example, the US-China trade tensions, the role of the RMB in the international markets, technology, 5G and of course the Belt and Road, and why I decided that Italy join the Belt and Road. Students will get first-hand stories,” he said.

Michele Geraci is one of the numerous academics that overcame various difficulties caused by COVID-19 and still decided to come back to campus.

Despite the impact of the pandemic, UNNC academic teachers display a strong dedication and commitment.
